Plainville Boards Approve $48,986 in Year-End Transfers, Close FY2024 Books

NORTH ATTLEBORO — July 15, 2024 — Plainville Select Board approves $48,986 in year-end transfers from a health insurance surplus, closes FY2024 books. Meeting jointly with the Finance Committee to satisfy state law, the board voted unanimously Monday to cover six departmental payroll shortfalls — the largest a $22,000 transfer into the Select Board's own payroll account due to the town administrator's negotiated salary increase — all drawn from an approximately $85,000 surplus in the health insurance line, with the remaining $36,000 rolling into free cash. Town Administrator Julie Noble noted all recurring issues have been corrected in the FY25 budget, and a Finance Committee member called the short transfer list evidence that "department heads came to us with realistic budgets." The board also named Ken Calder, former deputy director of project management for the Town of Weston, as interim DPW director while the permanent position is posted, approved a quitclaim deed for land at 13 Hancock Street donated to the Conservation Commission, signed a National Grid underground utility easement at 171 East Bacon Street tied to the water treatment plant project, and appointed Stacey Powell to the Fuel Oil Assistance Program and Thomas McHugh to the Open Space and Recreation Committee.
